RBPD honors officers, dispatchers for outstanding service and career milestones

During its annual awards banquet March 22, the Rehoboth Beach Police Department honored officers and emergency dispatchers who reached career milestones and provided outstanding service in 2023.

Sr. Cpl. Josh Kosiorowski was named the department’s 2023 Police Officer of the Year. Recognized for his strong work ethic and mentorship of new officers, Kosiorowski supervises the department’s bicycle patrol unit and serves as a combat instructor, seasonal police academy instructor, and field training officer.

thorough administrative support, willingness to take on and learn new tasks and systems, and because she has become “ingrained in the history and culture” of the Rehoboth Beach Police Department.

Sr. Cpl. Jeffrey Bixler received a Chief’s Citation, which recognizes significant contributions to the department and performance substantially above expectations on a specific assignment. Bixler was recognized for his efforts to provide Narcan administration training for local restaurant employees. Communications Specialist Steve Watson received a Commendation of Merit for taking the initiative to revise the department’s communications specialist training program. A Commendation of Merit is presented for an outstanding act of police work or an act that displays superior intelligence and effort.

For their heroic efforts to provide first aid and save a life, the following officers received Life-Saving awards:

  • Sgt. Brian A. Kaczmarczyk
  • Sr. Cpl. Josh Kosiorowski
  • Pfc. Joseph Mulhern (two awards received)
  • Cpl. Brian Reynolds
  • M. Cpl. Curtis Suave

In appreciation of effective police work, the following officers were recognized:

  • Sr. Cpl. Josh Kosiorowski – Most Complaints Investigated and Exceptional Criminal Enforcement
  • Pfc. Joseph Mulhern – Exceptional Traffic Enforcement

Within the 911 emergency communications center, the following communications specialists were recognized for achieving outstanding performance standards in emergency dispatching:

  • Dustin Crago
  • Nicholas Priddy
  • Todd Reilly
  • Micheline Senzamici
  • Gregory Tietmeyer

Several members of the police department were recognized for reaching years-of-service milestones:

  • Chief Keith Banks – 30 years
  • Administrative Assistant Marion Jones – 30 years
  • Sgt. Raymond Edwards – 20 years
  • Lt. Jaime Riddle – 20 years
  • Sgt. Mark Sweet – 15 years
  • Sr. Cpl. Jeffrey Bixler – 10 years
