12. Old Business
A. Consider an amendment to the Municipal Code creating Chapter 195 titled Parks and Recreation regarding general rules and regulations and including rules and regulations specific to the Grove Park Canal Dock.
B. Consider an ordinance to amend Chapter 92 - Automobiles, Vehicles and Traffic of the Municipal Code by amending Section 92-4 - Enforcement to allow a fee to be collected on unpaid parking tickets when sent to a collection agency.
C. Consider an ordinance to amend Chapter 92 - Automobiles, Vehicles and Traffic of the Municipal Code by amending Section 92-69 and 92-73 relating to changing a portion of Third Street from a meter zone with two-dollar per hour parking spaces to a permit zone.
D. Consider an ordinance to amend Chapter 64 - Unclaimed Property, Sale of, of the Municipal Code by amending Section 64-1(a) relating to the passage of a period of time before the City may sell unclaimed property.
E. Consider appointment of Julie Davis to fill the remainder of the term of a vacant seat on the Planning Commission.
F. Discussion of results of auction held on April 10, 2021 pertaining to the sale of City-owned property at 84 Kent Street and what the path is going forward for this property.
13. New Business
A. Consideration to award contract for residential recycling collection and disposal services beginning May 1, 2021 and ending April 30, 2024.
B.Update on Wilmington-Baltimore Avenue Streetscape Concept Design Project.
Receive recommendations from the W-B Task Force.
Consider recommendations relative to:
The need or not for conducting a Traffic Study as a prerequisite to or to augment the design process.
Utilization of one-way streets or not.
Utilization of limited vehicle access zones or not in the first blocks of Wilmington and Baltimore Avenues.
Retaining current traffic patterns and layout, and enhancing same.
Undergrounding of utilities in whole or in part.
C. Consider approval of a settlement agreement to resolve the case of Knights of Columbus Start of the Sea Council 7297 v. The City of Rehoboth Beach, Civil Case No. 1:20-cv-00841-LPS.
This item may include an executive session because it involves the Commissioners receiving legal advice and opinion from an attorney regarding litigation as permitted by 29 Del.C. §10004(b)(4).

- MEETING INSTRUCTIONS -
**The Board of Commissioners is holding this meeting under the authority issued by Governor John C. Carney through Proclamation No. 17-3292.(1) The meeting will be conducted using video-conference technology.
Members of the public wishing to speak will be required to pre-register with Ann Womack, City Secretary, at [email protected] at least twenty-four (24) hours in advance of the meeting.
Citizen comment will be administered by a moderator to ensure everyone has an opportunity to comment. You will not be able to speak until called upon by the moderator.
Registered members of the public joining the meeting on the phone or by computer will be provided an opportunity to make comments. Citizen comments regarding Old Business, New Business and Committee Reports will be heard during each agenda item after discussion by the Board of Commissioners or at the discretion of the Chair and prior to any vote being taken. Speakers shall state their name and address. Comments are limited to three (3) minutes or at the discretion of the Chair. Comments on non-agenda items will be heard under "Citizen Comment".
Public presentations are not allowed without the prior approval of the Mayor.
The City will stream this meeting using the same technology it uses for its chamber broadcast that can be viewed on the City portal at /Portal/ or YouTube. This stream will broadcast the meeting, the public will not be able to comment or speak using this broadcast. This stream will experience a 30-second delay.
The Board of Commissioners meeting materials, including the "packet", are electronically accessible on the City's portal at /Portal/.
