11. Public Hearing on the subject of amending Chapter 270 - Zoning of the City Code specific to amending the definition of Gross Floor Area in in Section 270-4 - Definitions to clarify what areas are to be included and excluded from Gross Floor Area.
12. Public Hearing on the subject of amending Chapter 270 - Zoning of the City Code specific to amending Sections 270-4, 270-21, and 270-35 relating to gross floor area and underground parking.

A. Consider appointment of Jim Ellison to fill a vacant seat for an unexpired term on the Planning Commission.
B. Consider approval of an agreement between the City of Rehoboth Beach and Oyster House Village, a new proposed land development plan in Sussex County, for the City to provide water service to the project.
C. Consider adoption of a resolution proposing that a public hearing be held on the subject of amending the City Code, Sections 230-3 (Special Event), 230-12 (Expressive Activity), 236-8 (Subdivision Approval Procedure), 236-9 (Partitioning), 236-10 (Minor Subdivision), 236-12 (Major Subdivision), 236-32 (Site Plan Review), 253-36 (Appeal to Parks & Shade tree Commission), 270-28(B) (Administrative Variance), 270-73 (Board of Adjustment Application), and 270-82 (Building Permit) relating to the filing of City applications in a digital format.
D. Consider adoption of an ordinance to amend Chapter 92 (automobiles, vehicles and traffic) of the City Code by amending Sections 92-69 and 92-73 relating to designating the Grove Park parking lot as a meter zone with two-dollar-per-hour parking spaces and a time limitation to be designated between 3 and 12 hours.
E. Consider adoption of an ordinance to amend Chapter 148 - Farmers Market of the City Code by amending Sections 148-2, 148-9, and 148-18 relating to the definition of “Season”, the number of allowable vendors, and the permit fee.

A. Consider adoption of City Budget for the fiscal year April 1, 2021 through March 31, 2022.
B. Report on status of Wilmington/Baltimore Avenue Streetscape project and timelines, and introduce nominations for membership on the Wilmington/Baltimore Avenue Streetscape Task Force.

- MEETING INSTRUCTIONS -
**The Board of Commissioners is holding this meeting under the authority issued by Governor John C. Carney through Proclamation No. 17-3292.(1) The meeting will be conducted using video-conference technology.
Members of the public wishing to speak will be required to pre-register with Ann Womack, City Secretary, at [email protected] at least twenty-four (24) hours in advance of the meeting.
Citizen comment will be administered by a moderator to ensure everyone has an opportunity to comment. You will not be able to speak until called upon by the moderator.
Registered members of the public joining the meeting on the phone or by computer will be provided an opportunity to make comments. Citizen comments regarding Old Business, New Business and Committee Reports will be heard during each agenda item after discussion by the Board of Commissioners or at the discretion of the Chair and prior to any vote being taken. Speakers shall state their name and address. Comments are limited to three (3) minutes or at the discretion of the Chair. Comments on non-agenda items will be heard under "Citizen Comment".
Public presentations are not allowed without the prior approval of the Mayor.
The City will stream this meeting using the same technology it uses for its chamber broadcasts that can be viewed on the City portal at /Portal/ or YouTube. This stream will broadcast the meeting, the public will not be able to comment or speak using this broadcast. This stream will experience a 30-second delay.
The Board of Commissioners meeting materials, including the "packet", are electronically accessible on the City's portal at /Portal/.
