The Commissioners of Rehoboth Beach Virtual Special Meeting will be held on Monday, December 7, 2020, at 1:30 p.m.

AMENDED AGENDA

PLEASE NOTE - AS PERMITTED BY GUBERNATORIAL AUTHORITY, IN ORDER TO LIMIT THE RISK OF POTENTIAL COVID-19 EXPOSURE, THE PUBLIC SHALL BE DENIED ENTRY TO THE BOARD OF COMMISSIONERS SPECIAL MEETING.(1)  THE PUBLIC IS ENCOURAGED TO PARTICIPATE IN THE BOARD OF COMMISSIONERS SPECIAL MEETING ELECTRONICALLY.  FURTHER INSTRUCTIONS ARE LISTED AT THE BOTTOM OF THIS AGENDA.

4. The purpose of this Special Meeting is for the:

A. Consideration of litigation captioned Knights of Columbus Star of the Sea Council 7297 v. The City of Rehoboth Beach, Civil Case No. 1:20-cv-00841-LPS and to conduct a strategy session to include receiving legal advice and opinion from the City Solicitor and the City's outside legal counsel regarding the pending litigation.

***This item may include an executive session because it involves the Commissioners receiving legal advice and opinion from an attorney regarding pending and potential litigation as permitted by 29 Del.C. §10004(b)(4).

B. Consider any appropriate action concerning the pending litigation identified in subsection "A" above.

C. Consideration and potential vote on amendments to the City’s display policy adopted on November 5, 2020.

D. Receive update of current FY2021 to include projected revenues and expenses, Capital Improvement Program (CIP).

-  MEETING INSTRUCTIONS  -

**The Board of Commissioners is holding this meeting under the authority issued by Governor John C. Carney through Proclamation No. 17-3292.(1)  The meeting will be conducted using video-conference technology.

Members of the public wishing to speak will be required to pre-register with Ann Womack, City Secretary, at [email protected] at least twenty-four (24) hours in advance of the meeting.

Citizen comment will be administered by a moderator to ensure everyone has an opportunity to comment.  You will not be able to speak until called upon by the moderator.

Registered members of the public joining the meeting on the phone or by computer will be provided an opportunity to make comments during the agenda items after discussion by the Board of Commissioners or at the discretion of the Chair and prior to any vote being taken.  Speakers shall state their name and address.  Comments are limited to three (3) minutes or at the discretion of the Chair.  Comments on non-agenda items will be heard under "Citizen Comment".

The City will stream this meeting using the same technology it uses during its chamber broadcast that can be viewed on the City portal at /Portal/ or YouTube.  This stream will broadcast the meeting, the public will not be able to comment or speak using this broadcast.  This stream will experience a 30-second delay.

The Board of Commissioners meeting materials, including the "packet", are electronically accessible on the City's portal at /Portal/.

If any member of the public would like to submit comments electronically, please feel free to send them to Ann Womack, City Secretary, at [email protected].  All comments shall be submitted at least two (2) full business days prior to the meeting date to allow for proper distribution.

(1) These restrictions are being implemented to limit the exposure and risk related to "COVID-19" for City personnel and members of the public who seek to attend the Board of Commissioners meeting.  The meeting protocol has been established pursuant to the authority issued by Governor John C. Carney through Proclamation No. 17-3292.
