The Commissioners approved at their regular meeting October 30, 2017, a policy for change orders for the ocean outfall project. City Manager Sharon Lynn will have the authority to approve all emergency change orders up to $300,000 and non-emergency change orders up to $100,000. Change orders over $100,000 will be overseen by DNREC officials who are financing the project. Any changes that are more than 10 percent of the contract will be authorized by Sussex County, which has a 42 percent stake in the project. The city engineers working with the contractor have been able to secure and approve two substantial change orders that save the city almost $2 million of the $27 million project.
