On August 7, 2017, the Rehoboth Beach Commissioners unanimously approved a renewed and expanded wastewater agreement with Sussex County. Sussex County Council unanimously approved the agreement at their meeting on August 8, 2017. Under the new agreement, the county will continue to pay the city to treat wastewater from surrounding areas of the county's sewer system. The county will be responsible for hauling via truck the city's biosolids to a new treatment plant at the county's Inland Bays facility. Fees will be determined once the new facility is operational, and the city will not have to contribute to operating costs until that time. Sussex County's contribution toward the $52.5 million outfall project will be based on utilization of services. "This agreement with the City of Rehoboth Beach allows Sussex County to diversify its wastewater options," said Sussex County Engineer Hans Medlarz. "This is the result of more than a year's worth of work on the part of the engineering staff, finance department and city administration. I'm pleased that we've all been able to reach the finish line together."
The city will award bids to four contracts for the outfall project at a special meeting on Monday, August 14, 2017, at 9:30 a.m., in the second-floor meeting room of the Rehoboth Beach Volunteer Fire Company. The low bidder for the ocean outfall is Manson Construction of Seattle, Washington, at $27,655,850. Allan Myers Construction of Worcester, Pennsylvania, is the low bidder for the effluent pumping station at $1,768,555 and the wastewater treatment plant upgrades phase one at $2,256,555. A-Del Construction of Newark, Delaware, is the low bidder for the force main at $5,700,447. Mobilization of equipment is scheduled for October 1, 2017, and work is to be completed by April 30, 2018.
