Professional Standards
The Rehoboth Beach Police Department takes all professional standards complaints very seriously, independently investigating each incident. The Rehoboth Beach Police Department's professional standards unit is responsible for investigating complaints alleged against employees as well as any misconduct noted internally. The investigation process may be initiated due to employee misconduct observed by a supervisor, employee misconduct observed and reported by another employee, or alleged officer misconduct reported by citizens.
The Rehoboth Beach Police Department conducts a thorough, fair, and expeditious investigation into all conduct complaints filed against its officers. No complaint made against a Rehoboth Beach Police Department employee for which the employee could be suspended, demoted, or dismissed from duty will be prosecuted under the department's policies unless the complaint is supported by substantial evidence derived from an investigation conducted by the professional standards unit commander or a designee.

Resistance Response
The use of force by law enforcement personnel is a matter of critical concern to the public and law enforcement community. Officers are involved on a daily basis in numerous and varied encounters with people, and when warranted to do so, may use force in response to varying forms of resistance they may face. Officers’ responses shall be objectively reasonable while effectively bringing an incident under control and protecting the safety of themselves and others.
The Rehoboth Beach Police Department evaluates each incident involving the application of any degree of resistance response upon a person based on facts known to the officer at the time of the incident. The totality of circumstances shall be considered when reviewing resistance response incidents.
The Rehoboth Beach Police Department takes all resistance responses very seriously, examining and reviewing each incident on an annual basis to ensure adherence to policies, their effectiveness, and trends.
