The Commissioners of Rehoboth Beach Virtual Workshop Meeting will be held on Monday, November 9, 2020, immediately following Special Meeting

PLEASE NOTE - AS PERMITTED BY GUBERNATORIAL AUTHORITY, IN ORDER TO LIMIT THE RISK OF POTENTIAL COVID-19 EXPOSURE, THE PUBLIC SHALL BE DENIED ENTRY TO THE BOARD OF COMMISSIONERS WORKSHOP MEETING.(1)  THE PUBLIC IS ENCOURAGED TO PARTICIPATE IN THE BOARD OF COMMISSIONERS WORKSHOP MEETING ELECTRONICALLY.  FURTHER INSTRUCTIONS ARE LISTED AT THE BOTTOM OF THIS AGENDA.

A. Discuss program for wireless communications facilities and possible amendments to §270-46.1.2 of the Zoning code relative to final recommendations being presented by the City Manager and based on original recommendations by the Environment Committee and feedback by the City's consultant, The Cohen Law Group, and wireless vendors.

B. Discuss the development of a draft ordinance amending Chapter 270 - Zoning of the City Code specific to adding a new definition of Guardrail in §270-4 - Definitions to clarify what areas are to be included and excluded from Gross Floor Area.  This topic may include discussion of other Zoning Code sections including §270-21, and including commercial zones relating to Floor Area Ratio.

C. Review of committees and task forces with respect to mission objectives, membership criteria, and makeup, creating new and sunsetting, policies, and other related topics.  The main focus to be on policies.

7. New Business

A. Updates from the Boardwalk & Beach Committee.

B. Introductory discussion of license agreements to outline path forward relative to identifying and executing encroachments that should have license agreements, review of license fees, etc.

C. Discuss Catts & Lynam beach concession contract renewal.

-  MEETING INSTRUCTIONS  -

**The Board of Commissioners is holding this meeting under the authority issued by Governor John C. Carney through Proclamation No. 17-3292.(1)  The meeting will be conducted using video-conference technology.

Members of the public wishing to speak will be required to pre-register with Ann Womack, City Secretary, at [email protected] at least two (2) full business days prior to the meeting.

Citizen comment will be administered by a moderator to ensure everyone has an opportunity to comment.  You will not be able to speak until called upon by the moderator.

Registered members of the public joining the meeting on the phone or by computer will be provided an opportunity to make comments regarding Old Business and New Business during each agenda item after discussion by the Board of Commissioners.  Speakers shall state their name and address.  Comments are limited to three (3) minutes or at the discretion of the Chair.  Comments on non-agenda items will be heard under "Citizen Comment".

The City will stream this meeting using the same technology it uses for its chamber broadcast that can be viewed on the City portal at /Portal/ or YouTube.  This stream will broadcast the meeting, the public will not be able to comment or speak using this broadcast.  This stream will experience a 30-second delay.

The Board of Commissioners meeting materials, including the "packet", are electronically accessible on the City's portal at /Portal/.
